In response to the opioid crisis, HHS Region 10 formed the Opioid Working Group (OWG), which later expanded to state, local, and tribal leaders to form the Opioid Response Learning Collaborative (ORLC). The ORLC is comprised of Public Health Officials, State Medicaid Directors, Behavioral Health Directors, Primary Care, Tribal, and other health leaders. The overall purpose of the Region 10 ORLC is to create a regional learning collaborative where members are able to explore and share promising and best practices, and federal, state and local resources to address the opioid crisis.

Each summer, OWG hosts an annual ORLC Meeting to over 50 participants to network and share ideas across states and sectors on emerging themes in behavioral health and substance misuse in Region 10 and discover hot topics to focus on for the upcoming year.
